AQSIQ Released Administration Measures for Inspection of Feed and Feed Additives

AQSIQ released the Measures for Supervision and Administration of Inspection and Quarantine on Import and Export Feed and Feed Additives (The Measures) on July 20, 2009.
The Measures, which are to be effective as of September 1, include 71 articles under the following 7 chapters: General Provisions, Risk Management, Import Inspection and Quarantine, Transit Inspection, Legal Liabilities and Appendix. It is formulated with the aim of enhancing safety and accountability, and stresses risk analysis, risk control and monitoring, multi-layer and all-round checking, and meticulous management. It helps establish an inspection system centered on system assessment, market access, explicit requirements, registration, port control, product accountability, and product recall for import feed and feed additives.
Meanwhile, it requires that export feed and feed additives should be brought under the inspection and quarantine management mode centered on registration, self-inspection and internal control, official control, supervision and management, and product accountability. The management mode is based on businesses' self-inspection and control, with the official control playing the leading role, and supplemented by the specific sampling inspection before products being allowed to be exported.
It also integrates such systems as product risk grading and classified management on businesses. The ultimate goal is to bring into full play the role of the primary responsible person of the business and the initiative of the inspection and quarantine agencies at all levels, and enhance the effectiveness of import and export inspection.

The new measure for inspection of feed and feed additives makes much strict control on the import and export inspection as well as requires high standard on the import feed and feed additives from foreign countries. At the same time, it warns overseas exporters to adjust import strategy and paid more attention to the quality of such commodities.
